District 4 parking plan tickets no longer require a court appearance and now cost $48, according to two Point Beach council members.
The tickets can now be paid by mail or online, only requiring a mandatory court appearance for those pleading not guilty, wrote Point Beach Councilmember Michael Corbally in Patch Comments on Monday.
"Letters will go out this week for folks who have received tickets prior to today," Corbally wrote. "Sorry for the confusion."
Corbally could not be reached to elaborate.
However, Councilmember Kristine Tooker, when reached by telephone on Monday evening, said she, other council members and police officials had received an email on Monday afternoon that the mandatory court appearance had been eliminated.
Municipal Court Administrator Michelle A. Sargent had written an email to Borough Administrator Christine Riehl notifying her that there is no longer a mandatory court appearance.
Tooker said, "This is what we wanted, we had never intended for there to be a mandatory court appearance."
Sargent's email also said the District 4 parking plan ticket is now on the municipal violation fee schedule. That means the District 4 fine, like other parking fines, is now set at $48. Riehl had forwarded the email to the mayor, council and police officials on Monday afternoon.
Until now, there had been no set fee. The amount of the fine was to be determined at court appearances.
Sargent's email also requested that the news be posted on the municipal website, Tooker said.
The parking plan went into effect on June 22, after warnings were issued from June 15 to June 22. The plan calls for no parking from midnight to 6 a.m. on municipal roads in District 4 until Sept. 15, except for local residents, business owners and employees who have parking permit tags hanging from their rear view mirrors.
Parking is free in the Silver Lake parking lot at Arnold and Ocean avenues from 11 p.m. to 6 a.m.
Municipal Attorney Sean Gertner had said at the last council meeting that he anticipated that he and court officials could find a way to eliminate the mandatory court appearance for the District 4 tickets. The ticket was a "court-mandated summons" apparently because it had never been included on the municipal violation fee schedule.
According to Gertner, Municipal Court Judge James Liguori has said the court is not accepting any payment of fines until there is a resolution of lawsuits fighting the parking plan. One such suit was filed by Jenkinson's and Martell's and the other by a group including a local marina, commercial charter fishing boat captains and residents.

Gee.....I guess this a victory!!!??? Now we don't have to go to court to pay for a parking ticket that should of never happened anyway, (but does due to this ridiculous parking plan!)
The council does not believe this parking plan hurts businesses, but it does. I use to come to PPB every week. I have not come the last 2 due to the inconvience of it all. Guess the council is getting what they want, less people. I think they should change the Welcome to PPB sign. It should say "Welcome to PPB...But please leave by Midnight"

Vinny G......There is a simple to your problem. FYI - The town compensated for the parking plan by allowing free parking in the municpal lot on Arnold & Ocean from 11 pm to 6 am. Just park in municipal lot and then default to the free parking, compliments of PPPB. All shore towns are hurting due to the economy, not parking plans! People are just making better choices. People, especially families cannot afford $22 Pizza $5 ice cream cones; $6 beers,$12 mixed drinks, $8 PP beach fee, Mini. Golf $8 pp etc. Keep in mind, all this CASH goes into Jenks and Martell's pockets, not the town! Maybe the business owners needs to take this into consideration! I LOVE THE PARKING PLAN !!

All shore towns are hurting?! Not according to the Asbury Park Press this past Sunday that said all the Jersey Shore towns are making record-breaking money on beach fees (and yes I know we don't get any money from beach fees). The truth of the matter is that PPB is dead- there's no one coming to town. Now I'm sure the boardwalk haters are loving that but it's destroying what we are. And how about all of the RESIDENTS and thier family members and freinds who are getting tickets. That's just despicable. It's amazing how a few miserable people with buyers remorse are ruining PPB. Why don't you just leave and live in the woods with the rest of your white trash friends from Brooklyn that can't stand to see anyone enjoy life?

I have decided to go green and bought and ride a Vespa scooter whenever possible to lessen my carbon footprint. Unfortunately, there is nowhere to display those parking receipts without it blowing away or getting stolen, so therefore, parking on the street works for me and the parking lot does not. (I get there earlier than when the free parking goes in effect) So that is one way coming to PPB is an inconvenience.

PT, I live in Point. A bit out of walking distance, could bike ride, but still a little far especially when it hot out. I should be able to just come to PPB without having any issues. I've found some new places other than the PPB so I'll just stick with them. I guess PPB is getting their wish of keeping people out. Its really a shame.

The town has been slipping into the abyss since the BCL's came and bought up the Boardwalk. They have vastly expanded the size of their operations and consequently the number of patrons they can handle. They also changed the business model by who they attract. The town needed to control the problem that the Governing Body turned a blind eye to since the late 70's.
I guess that what happens when we had Goober as a Mayor and then Floyd the Barber thereafter.

So when the Jenkinson family decided to sell. . .did you complain back then when BCL's; I think they were from Newark, bought the property. . .Did you have another buyer with South Jersey pedigree lined up to prevent the slipping as you say from occurring. . .or you just mouthing off at wind mills?
...and with all that expansion you talk about . . .that was challenged in Court. . .was it not. . .and the law supported Martell's expansion. . .did it not! We won't even mention the double cross the town tried to pull with A&P's retail liquor store. But listen: thanks to the prohibitionist and NIMBY's complaining. . .those two cases have become the liquor industry arsenal against splinter town government activist groups . . .The A&P case gave the ABC Director the power to nullify the Ordinance. . .If the ABC rules against the town and the town Appeals...with the Appellate Court upholding. . .that will be another award case to put on their mantle to be used for future litigation?

Families rather go to a beach with no or little boardwalk because it's more economical! No rides, games, arcades etc.....just sand, beach and a refreshment stand. Lets face it, most PPB and Boro residents leave town and go to Manasquan Beach. Some of you old timers are not being realistic and can't comprehend the cost of entertaining a family on the PPB boardwalk in 2012. It's insane!

Parking in Point Pleasant Beach is a scam. I paid to park using one of those new machines that spit out a ticket after you pay. I put the ticket face up on my dash board. I even rotated it so the parking attendant could see it clealy without having to read it upside down. I returned 30 minutes before my time was up to find a $48 ticket for "improper display". Hog wash! I was given a court date to dispute the ticket. So, let's see, burn a day off at work, burn two hours drive on the parkway, burn gas and spend up to 5 or 6 hours in court only to pair my word against the meter maid's word, likely lose and still have to pay $48. No thanks, paying the ticket is more convenient and the point pleasant scammers know this. They know it would likely cost visitors more to spend a day in court fighting the ticket than it is to just pay it and get on with life. See ya! I'm taking my business else where. I hope the scam replaces lost revenue. I spend hundreds of dollars each time I visit and I visit 5 to 6 times each summer for the past 15 years. Do the math scammers!

Part Timer, when you fell in love with PPB, you should've also come to respect the people who lived here, whose family history is here, who built this town up into what it became. Those are the clam diggers. Despite the sand, their roots here are strong. Certainly, you deserve the right to voice an opinion, as you have also invested in this town by purchasing a home and paying taxes. But, you are a "part timer"..your roots are elsewhere. Without roots, its pretty easy for you to pick up and move whenever you desire. New ideas are welcomed, but the clam diggers know a lot about what this town was & what it became, and are dedicated to maintaining the town that they have always known and can remember, and they are rightfully resistant to ideas that seem to create change that do not meet with the traditions of PPB but are more like the towns where people like you have come from.

Part Timer: I haven't posted for a number of weeks simply because there has been no need to, as a result of the ABC's decision to allow the bars to stay open until 2AM, which was my main concern and because I believe the parking issues will eventually work themselves out. Unlike yourself, I've also made it a point to stick to facts as opposed to launching personal attacks on other posters. I am, however, making one exception in your case as I find your posts to be meaningless and the most arrogant on the "patch", to say the least. More than that, however, is the fact that after nearly six decades in the borough, there is someone living on my street whom I truly dislike. Before you challenge me with some type of "red neck" local comment, I will tell that my family has contributed over 50 years of service to the town as members of civic and religious organizations and charities, which I am certain is far more than anything you have accomplished in 8 short years. Have you ever heard that phrase that "the empty truck makes the most noise"? Think about it before your next post and consider doing something positive for the town you claim to like so much.

As for your 50 year family history compared to my 15 year history (not 8 like you posted) and your comment about what I have done for the town that is positive...

Besides the above mentioned, myself along with another part timer have recently started the (NRTAC) Non Resident Tax Payers Assoc to try and have our voices heard. We meet with the Mayor, council, Chief of Police once every 2 months to get updates on the ongoings of PPB. What else or how much more do you expect from part timers?

Part timer: Since you feel the need to know details, which I would have preferred not to share, our family has been past and present members of the Rotary, Holy Name Society, and "active" parishioners of St. Peter's Church since the 50's. Over the years, family businesses, none of which are "tourist related", have sponsored participants in many community fund raisers over the years, from breast cancer walks to the Lions Club Tube Race and we have worked with "Meals on Wheels" most recently. My wife, a medical professional, has given free Stoke Lectures and Blood Pressure screenings throughout our county. Being a member of the NRTAC and "meeting with the mayor" serves your needs and contributes nothing to the town and you knew you would have to pay taxes when you bought your second home so stop reminding everyone as we already know. You can also stop presuming that you spend more on our local merchants than I do since you have no idea as to my income nor my spending habits. What I resent the most about your posts, however, is the reference to long time residents as "red necks" . I've made my point about how I feel about your comments by lowering my "posts" to your standards, and now I'm done wasting both my time and yours.

Funny how county wants control of its streets in D4.
They had no problem transferring River Ave to the Borough when those D1 sqeakers had issue.
Would they do that in D4??
So now because of those D1 sqeakers the whole town has to pay extra to maintain plow snow etc. on River!
What would the BW politishills have to say if that were to happen to the D1 county road?
Now those same sqeakers are complaining about the Loading Zone behind the Dollar Central in ( my precious) the exclusive library section.
They say it is a fire zone so no loading can occur there.
Does that same arguement apply to the Fire Zone at the east end of Central Ave. Where many trucks go every day?
Then they were complain about Clarks Landing land use issue!
By there arguement Clarks should have the right to Put a huge entertainment complex there. After all it was one of the original resort destinations long before the BW was Developed.
What would those squeakers do then?

matt- surprised that the Clark Condo owner's lawsuit filed against the town didn't make the 'patch' news. . .especially with the fact that the Mayor lives there with his wife, who's publicly opposed to Clarks Landing's changes? The lawsuit was initiated by a Manhattanite from New York who owns two condos in the Borough. His mother is a long time real estate diva down here. . .They got themselves a good land use attorney(Ed Liston). . .so we'll see where this goes...Wonder if the Mayor or his wife is kicking in for some of the legal expenses?

Not to go tit for tat here but I find myself again needing to reply. You tell me to consider doing something positive for the town without knowing anything about me, but when I ask you for your contributions you respond with "since you feel the need to know". See the point I am trying to get across here?
My family and I are also active with St Peter's Church on a part time bases, we also give every year to the Volunteer Fire Dept. As far as the NRTAC being something that only serves my needs and not the towns, I ask you, when we meet with the police chief for more cops in the streets and not just on the BW or we ask for a stronger code inforcement in regards to the animal house or noise ordinance, is that for the benefit of me or is it for the better of the town.
And again you post that you resent my reference to long term residents as red necks but say nothing about those same individuals calling us BCL's.
So my feeling is with everything mentioned above, the full time residents will always resent the part timers no matter how much we contribute to the town...

I am aware that the center of lincoln ave is the town boundary. It was brought up at council meeting as was the loading zone issue. Some D1 sqeakers must have had issue with those items.
As far as river avenue goes it is just an example of what the county will and will not do for the town. We have many speeders and accidents on county roads in D4. How about we trade some more roads! so we can control issues that resident have just like in the promised land in the exclusive (undervalued=low taxed) library section.

It was brought up at a Council meeting by Point Boro and Bay Head residents...not PPB residents. They wanted the Beach to join in on fighting the change as they were afraid it would affect other towns if the Boro changed their zoning. But again, facts aren't as exciting as your theories.
Back to River Avenue....do you know how long that trade has been worked on with the County......over a decade of effort.
and that road change affects no one but those residents on River Ave. D4 whiners started last summer and have affected the entire town.

Not that I want to wade into all of the interpersonal banter but I have to admit that I agree that the Point Pleasant Beach parking is a money-making activity for the town that will actually have a counter-productive impact. I recently got a ticket for parking outside of the white lines. OK, my front wheel was 0.5 inches outside the white line so I do understand that it was a violation of ordinance. But I think the vast majority of people would agree with me that you don't expect to get a ticket for something like this. I actually wanted to have a discussion with the court to highlight how crazy this was & how it alienates visitors (I am not from Point Pleasant Beach). I set a date but then work travel caused me to have to change the travel. I called to reschedule and was told that the judge does not allow rescheduling. Can you believe that?!? I paid my $48 fine, the town got it's money but I guarantee you I am never coming back. Since this experience, I have talked to others who have had similar experiences. I hope the council realizes that this causes lost visitors, lost revenue, lost income for local businesses. If the plan is to reduce foot traffic, then it is successful. I don't think this is the intent. I hope the town figures it out as it is a quaint town but I can tell you that myself and my family won't be coming back.

actually Beach_N8iv, there are not 10 people who want the parking space. I was there on Monday night - and I too got a ticket for 'parking outside the lines'. I too will pay the ticket, and not go back to Pt Pleasant - ever. I probably spent $200 that night, boardwalk, dinner, rides. I will tell everyone that will listen not to bother going to a town that treats paying visitors this way. And I can tell you that at least on Monday night - the town and boardwalk were EMPTY. So again - I'm happy to 'step aside' - but I'm quite sure that there are NOT "ten people who want that parking space"! :) Lol

Perfectly normal for this late in the season. Your $200 did NOTHING for the town but thanks for the $48 for careless parking. I guess you feel entitled to park any way you want. Lesson learned? Move along now, there are PLENTY of people who will take your place.

Monday night on the slowest week of the summer.
It is not the car that needs to be outside of the lines but your tires. That is the guideline that parking enforcement uses.
