Dyer Resigns from Point Beach Council
Now GOP committee will submit three names to council
Point Beach Councilman Jeff Dyer announced at Tuesday night's council meeting that he will resign from council effective Friday.
Dyer said his business is consuming his time and attention six days a week and he does not have enough time to do his council job properly.
Dyer said, "I won't stay in a position if I can't do the work. During the past three to four months, I haven't been able to put the necessary time into council."
After the meeting, Dyer said eight Point Beach members of the Ocean County Republican Committee will submit names of three candidates for the position and council will choose one. He said the committee may have a deadline to submit names in the next 16 days.
When asked if he knew if local Republican Club President Stephen Reid would want the job, Dyer said he had no idea.
"I'm not involved in that," he said.
Reid was narrowly beat by Mayor Vincent Barrella in the election. Republican Andy Cortes lost a council bid, but Republican William Mayer, currently the town's bond counsel, won.
When Dyer was asked after the meeting about how the timing of the announcement appears to validate recent rumors that Dyer would resign after the election, he said, "What rumors? I haven't heard any rumors. I'm working six days a week and my family comes first, incuding providing for my family. My wife is in favor of my decision."
The announcement was not purposely timed for the first meeting after the election, he said.
"The timing was only because of the process of discussing it with my family and I was hoping certain things would clear up in the business, but that didn't happen," he said.
Dyer has said his company, Shore Mobile Marketing, which sells marketing systems using mobile devices, has had Jenkinson's as a client for a number of months. That has prompted him to recuse himself from votes regarding Jenkinson's, although he has often still opined on those matters.
There have been rumors during the past few months that the owners of Jenkinson's wanted Dyer to be replaced with a pro-Jenkinson's council member, so they would once again have another friendly vote on council, rather than Dyer who always has to recuse himself.
Dyer said on Tuesday night there is absolutely no truth to those rumors and that no representative of Jenkinson's or any of their supporters asked him to leave.
"No one asked me to resign," he said.
Barrella noted that shortly before the announcement, Dyer, along with Councilmen Sean Hennessy and Tim Lurie, had voted against covering the cost of the summer's emergency appropriations for police overtime through bond anticipation notes.
At the July 19 meeting, at the urging of Police Chief Kevin O'Hara, who said his department was grappling with the highest volume of summertime crime in the past 17 years, council voted for $95,000 for police overtime. In September, council voted for another $60,000 for police expenditures, for a total of $155,000.
The proposal that was killed Tuesday night would have bonded to cover the cost of those two expenditures, and that bonding would have put the spending "outside the cap," meaning not among the expenditures subject to the state-mandated 2 percent tax levy cap.
Wiliam Mayer, the town's bond counsel, urged the council to pass the measure because that would put the expenditures outside the cap.
Point Beach officials, like those in many municipalities in the state, have found it difficult to budget for necessary expenditures, but still comply with the 2 percent cap.
But only council members Kristine Tooker and Michael Corbally voted yes. Mayor Vincent Barrella only votes if there is a tie.
But he made his opinion clear.
"That's 14 furlough days," he said, meaning that the town will have to impose 14 unpaid days on municipal employees to compensate for the expenditure of $155,000 not being bonded.
After Dyer's resignation, Barrella said, "For someone to vote on something that will cost employees 14 days and the public their safety at 9:10 p.m. and then say that he's leaving at 9:25, is unconscionable."
Barrella told the audience to note that Hennessy and Dyer, both Republicans, ignored Mayer's advice, despite that he has been bond counsel for years.
And Mayer was the GOP's one successful council candidate, Barrella noted after the meeting.
"It's one thing if they don't listen to me," Barrella said after the meeting, "but not listening to Bill! He's their candidate!"
After the meeting, Bret Gordon, who won the other open council seat running with Barrella as an Independent, said to Hennessy and Dyer, "Shame on you guys! Shame on you for what you did to employees!"
"Be more professional," Hennessy told him.
Hennessy later said he believes Gordon should behave more appropriately "now that he's Councilman-elect Gordon."
Hennessy said after the meeting that he voted no because he did not want the police expenditures to drive up taxes.
Hennessy said he never would have voted for the emergency appropriation this past summer if he knew it would be moved outside the cap. He asked the governing body at that same summer meeting if that money would be inside the cap. The council members said yes, he said.
Now, after the election, the same council memebers want to move the money outside the cap, he said.
"It's just another ploy to move money outside the cap and raise taxes," he said.
Dyer also said he had asked if the expenditures would be inside the cap and was told yes.
"I'm not for raising taxes," he said. "Yes, I do believe we needed police overtime, but I don't think we should pay for it outside the cap."
He said Barrella's statement that it will cost employees 14 days is "rhetoric. When you haven't even looked at the next budget, and you don't know how much surplus there is, and you say 14 furlough days, that's just rhetoric."
Hennessy said Reid and Jay Reynolds, Republican municipal chair, will arrange for committee members to meet to submit names of possible replacements.

As a former long time resident I'd like to suggest a couple of things that might save the town money in the long run. First off, I think the townspeople should take a look at how many bars and liquor outlets of all kinds, including grocery stores, this one square mile has, and ask themselves if they think it's possible this has some impact on local "crime." Then they need to see a breakdown of what crimes are being committed at what proportions, which I would think wouldn't be too hard to dig up. Then they need to ask themselves if it's really necessary to say, let's estimate here, spend five percent of their time arresting people for possession of a plant. I know federal law comes over state law as we've all seen countless times in recent history regarding this very rule, but what about town law? I mean, let's be frank here. We're talking about whether or not to add physical stress, a known link to disease of all kinds, to innocent people & their families, all because of one person primarily, Harry Anslinger, a former prohibitionist who took his ridiculous propaganda many of us have seen in Reefer Madness state to state. He wasn't finished when he had the entire US won over to his madness. From there he took it to the UN! How one madman can influence the world. As far as furloughs go, It is time to look at attrition/ layoffs of some DPW.
Have garbage collection put out to bid.
That saved Sea Girt a large % of what that service was costing them when WMI took over.

Just because a candidate didn't go around bashing (like Barella does with his own personal vendetta) Jenkinson's...a business that brings in people who spend money in our town doesn't make him a puppet. Why can't you all put on the big boy and girl pants and sit down like adults and work for the good of this town with the businesses that bring in revenue???? Have you all ever heard of the word COMPROMISE??? Put your personal agenda aside and work for the good of the community. Someday Barella is going to shoot the hand that feeds him....maybe then he will move back to Brooklyn and leave the damage he has created behind for us to clean up. Beachmom,can you please tell me what Barella's agenda is? And when you say he can just move back to brooklyn and leave the mess behind,it makes me wonder if you have actually been paying attention...The council in the last 2-7 years have been borrowing from peter to pay paul and now the bill has to be paid.....This is my understanding so if you know something different can you explain to me how this is the current council/mayors fault??

We can't keep borrowing against the future. The bill will always come due. We need a good manager of the towns money and a new way to deal with our expenses. Hopefully someone on council will step up to make sure all the money is being used the right way. Attacking people's character is not solving the problem. Let's work together as a town and be adults about figuring it out to all our benefits.

The town should be renamed to Point Unpleasant Beach. This is what has become of a once great town. The members of the mayor and council who want to constantly blame and attack the boardwalk business should step down also. Those businesses have been a part of the community forever. All I ever read about on this site and in the paper is negative about the boardwalk or negative about someone who stands up for the boardwalk. Don't the mayor and council have other issues to pay attention to and are those issues being neglected because of personal vendettas. I hope this attitude stops.

Erik, Dude, the boardwalk is costing the town money, way more than they are willing to admit and pay for. This boardwalk of today is different then the boardwalk that once was. They have to come to that reality that they need to take accountability and pay for the police needed to surround their boardwalk or any other impact if they want to bring so many in to their business. The residents should not have to pay for any business here, end of story. It is not blame, it is reality. The attitude needs to stop with both sides and they need to work with the town if they want to continue to business as they do now. The mayor and council have to deal with many issues, it is just fact that most of the problems come from the boardwalk and the reason why they are mentioned the most, it is about them doing what they should. They need to follow the rules just like everyone else.

John how do you think the boardwalk costs the town money. They pay for their own garbage collection, including the town receptacles on the boardwalk, they pay for the towns restrooms at Arnold, (staff and paper products). These areas were always staffed and provided by the public works paid by the town. And the Police services are determined by the Police Dept. for a revenue generating service. Officers are put on the street to write summons, which is used as revenue. Quality of Life Issues is a term first used by the Depolo/Dikun administration in a fight to keep officers when layoffs were proposed. And if the proper number of officers were out this past summer with the proper supervision then we would not have had the problems we had. And to this date the council still hold our full time officers and administration to a level that is not sustainable causing overtime to one officer in excess of $60,000.00 due to him doing the job of three

Charles, that is what most towns do. Do you know how a town budget works? Our current Bond Council is Bill Mayer. He was voted in by the Majority of PPB to be a new councilmen effective January. He suggested and claimed it was the right thing to vote on this bond. He has been our bond council for many years. I think he knows what he is talking about.

BRN, while I believe that the election is over and we as a town need to move on in a positive direction,I feel the need to respond to your post. Mrs. Kelly first may i wish a Happy Thanksgiving to you and all. Yes the tourists use our facilities, but they are town facilities and the town has always embraced the tourists for the revenue generated. Also if I understand your response of the residents do not use the it why should they pay tax towards it. So for the seniors who live in the town and no longer have school age children the should not have to pay school tax as they dont use it. Or a county resident shouldnt have to pay tax towards a park or road they dont use. That would surely lower our bills. The amount of local taxes paid by this town is minimal thanks to tourists bought in by the BW. For the services provided we pay very little, and I for am thankful and now what causes our rate to be low. As for the quality of people if you would ask the Police what kind of person they deal with on a daily basis you would find they are college kids,school teachers, lawyers and cops as well l as firemen mostly professional people. For at least twenty five years the mentality of the people has been I am on vacation the rule do not apply to me. As for BW advertising I dont believe they advertise in the inner city and even if they did for the most part the residents of those area would not visit because most could not afford what a day at the beach or night out at the club would cost. I am sure their marketing dept reads these posts hopefull someone can enlighten us on where and to who they do advertise.

Spooner, Don't you realize that they use all the toilet paper and bathrooms so again why should the town pay for it and why did they from the beginning. When did they start paying for their own BW garbage? From the beginning? I doubt it. They should be filling out permits and charged like any other business or organization. Lastly they cause an impact to our town roads, leave garbage on our streets that need to be cleaned up unless you want to leave it like a garbage dump. Who do you think uses the police the most, in what areas. They are a drain on our town resources that they expect the tax paying residents to pay for. You seem to know so much spooner, how much is the boardwalk paying in taxes to our town, not our schools! Our town! I do not want to hear that they don't use the schools, that is the way NJ funds the schools, that has to be taken up at a higher level and besides all businesses in NJ pays the same way for the schools, so there is no difference in the BW business. Why should we be paying for any businesses garbage, that is insane and the town continues to do it. I just wish for once, we could have councilmen that are actually going to represent the resident that vote them in to office.

There was an interesting article in today's NY Post about Governor Jon Corzine's politics in this state: As governor, Corzine hiked sales taxes $1.1 billion to pay for popular property-tax rebates; later, the rebate program disappeared, but the sales tax stayed...Corzine also needed a little financial manipulation in order to keep paying state bills.... Beholden to public-sector unions who helped elect him, he did nothing to solve the state’s huge pension problem. Instead, he simply pushed billions of dollars in yearly pension costs the state should have been paying. . .into the future. In doing so, Corzine taxed future Jersey residents, who had no say in the matter, by ballooning the state’s long-term liabilities. . .sounds familiar!

Spooner, What allegations? I call it like I see it. I was not talking about our State. I am concerned with my town. The State of NJ could care less about our town, we are on our own. Therefore we need to do what is best for us as a town. Every town has their own needs and are very different from each other. We can't even work out issues with our one mile town and you want to give me advise on what the State of NJ is doing. You have to be kidding, if you think we will ever have control over our State. I don't care about Corzine or Christie, they certainly don't care about us. Please, we have enough of our local politicians in this small town, not doing what is right.

All you have to do, is go to all the meetings! You would be able to see it all with your own two eyes and ears. With all the twist and spins and the games that are being played. It does not take a rocket scientist to connect the dots and figure it all out. We should tape all the meetings and then we would all be able to rewind them back. We should also tape all the false promises during campaign season too! All the accusations from Leo and Voice that were made over and over until they finally were cancelled or deleted. With all their false promises that they were going to come forward and ask for many resignations. That never came true along with all their false accusations and it is funny how none of you came forward then. That is typical too!

Mr. Rocket Dyer, His quote "I won't stand or stay in a position if I can't do the work" What planet does this guy live on? He hasn't done anything for Point Pleasant Beach tax paying residents. If you look at his record, he cost us money. He admitted himself, I haven't done anything in 4 months, all though I will argue that, he done nothing at all. He did not have Jenkinson's as a client before he took the council position, but he certainly had them soon after....... Does anyone think that was a coincidence? He knew in advance he was going to resign, Why didn't he resign before he voted? He wanted to stick it to all the employees and residents of this town. He does not care if something happens and we don't have the money to cover all the unexpected situations that are out of control. He had no problem keeping Rizzo in place even though he hasn't been there in quite some time. Some- one told me, he missed 17 meetings out of 20 and Dyer said it was all right, Why is that Dyer? Sean Hennessy went right a long with it, let's see how much more damage they can do to all the residents and employee's. The Mayor is right, they are a disgrace and Gordon is right, they should be a shame of themselves.

@Spooner, These are the same man who voted on giving back a tax on a hotel room that is a world wide tax that most pay all over the world, it is an impact that the tourist create. Same man that cost us money in fines and the arrogance of ignoring a court order to stop praying. Cost us money again. Same councilmen that voted to steel from our Water Account so they can brag that they are giving the town residents a zero budget increase. Same councilmen that merged the courts system and building dept. with out knowing the cost, which cost us money again. Sure, he is a fiscal conservative, what a bunch of boloney and he talks about rhetoric. This guy has been dangerous sitting on council and the residents are not that stupid and easily fooled by these fools. Oh, and by the way, these same voted for the extra police service that was caused from the tourist that were visiting our town, hotels, rentals and boardwalk that were needed for our town because of all these businesses or rentals that we should not have to pay to begin with. If they approved that, they should have approved this bond to pay for it. Next time the town has that many problems, don't approve the extra amount for the police and just close the businesses or rentals down, close them and send them all home. The tourists that create the problems, Fine them heavily and then kick them out of the town. It was established, Tooker missed 2 meetings while on vacation, but through telephone, Rizzo just missed 17.

Spooner, Continued from above....... no comparison. She didn't miss a meeting, she actually knew what to do and say all by herself, she was fine, but now will no longer be allowed because the telecom service was voted down Rizzo, tried to do it once over the phone and he was a disaster, he did not know what to do as usual, even when he is at the meetings. Rizzo 17 out of 20 versus Tooker 2 that were not even missed, it was through telecom. Talk about how convenient? That they voted in favor of letting Rizzo still stay on and possibly vote or the lack of vote, yet they are voting not to allow a telecom. Why are you so concerned about our town Spooner, if you don't live here as someone else stated. Oh and by the way, everyone is saying that Rizzo is so sick, yet everyone claims they have been seeing him out to eat everywhere including Simko's in Brielle, can't be that sick if he is going out to eat in another town. These men have been nothing but disappointing. Nothing like seeing it one way Spooner, which is obviously your way.

Spooner, none of what you mentioned has anything to do with my "logic".
YOU stated "Police officers in your town have involved themselves in Boro politics. . .you want to dispute that" - I simply asked if those officers lived in Point Boro. If they do, then they did nothing wrong, nothing illegal, nothing immoral. You should be happy more Pt Boro residents were getting involved in the local politics.
As to your other questions....don't know about the Antrim deal...did those parents send their kids to the school? Barella recall questioning whether one of the circulators lived in the Boro is exactly a valid question...they live in the Boro so why are they involved with who the Beach Mayor is? Local P.B.A.'s are all members of the statewide P.B.A. All local unions support each other in the "Collective bargaining" function....that's why it's called collective.
P.B.A. brought 500 members to Memorial School? Really?

Whoever left a reply to my comment, you missed my point. Perhaps you should do a search on 'Obedience to Authority,' and also ask yourself whether or not the Nazis who were just following orders were in the right. Ken, if you wish to compare the actions of the United States and the laws/police departments of the US to the German Nazis....well....I can't even begin to debate you on that. I'd never be able to stop laughing long enough to speak.

This article is about Former councilmen Dyer resigning. He conveniently resigned right after he voted on issues with our town. It is about that he admitted he really did not have the time to be councilmen but continued anyway. Clearly, he never did what was right for the tax paying residents of Point Pleasant Beach! Many residents put the trust in him when they elected him in on the Dias only for him to quit and not do what is right for them. Hopefully we can vote new council members that are truly going do what is right for this town and the residents that live here instead of for themselves.

Once again A Resident missed my point. The Nazis followed orders that harmed innocent people, and that's what people are doing here. If you think it's funny perhaps you should lock yourself up in a cage and then ponder how much worse it would be if there were others who were violent in there with you.
