Ocean County Man Arrested For Second Time On Child Porn Charges

Frank S. Lochwood Jr. was arrested Wednesday.

A 67-year-old Ocean County man has been arrested for a second time on child pornography charges, Ocean County Prosecutor Joseph D. Coronato and Manchester Police Chief Brian Klimakowski announced Thursday.

Frank S. Lochwood Jr. of Whiting was arrested Wednesday after members of the Ocean County Prosecutor’s Office High Tech Crime Unit (HTCU), U.S. Immigration and Customs Enforcement’s Homeland Security Investigations (HSI), and Manchester Township Police Department executed a search warrant.

The warrant was executed at the Molly Pitcher Blvd residence of Lochwood.  The search warrant is the culmination of a proactive online investigation headed by HTCU spanning several months, according to authorities.

As a result of evidence seized in the search, Lockwood was taken into custody and charged with one count of 3rd Degree possession of child pornography by HTCU detectives.  A forensic preview of Lochwood’s computer revealed he possessed numerous images depicting the sexual exploitation of children.

Bail for the current Child Pornography charge was set at $50,000 with no 10 percent option by Judge Francis Hodgson.
