Backpedaling Halfway on Parking Plan

In possible turn-around, Point Beach Republicans say they might be in favor of District 4 parking plan

 

Maybe the District 4 Parking Plan wasn't such a bad idea after all.

Then again, maybe it was.

Point Beach Republican candidates Andy Cortes and Stephen Reid, who had always been staunchly against the overnight parking restrictions established this summer for non-residents in District 4, now say that maybe they're in favor of it.

If they're elected, would they vote for it next year? Maybe they would. But maybe they wouldn't.

The two said at Thursday night's council candidates forum that they've been doing a lot of walking door to door and talking with residents in District 4 and beyond. They said they're hearing a lot of reports that the parking plan helped cut down on noise and litter while it was in effect from early summer until Sept. 15.

So the two candidates elected to two, three year seats will have to decide whether to re-institute the parking plan for next summer and also how to contend with the related lawsuits.

The two council seats up for grabs are now held by Reid and Democrat Tim Lurie who is not running for reelection. Council members are paid a stipend of $4,500 annually.

The Republicans are challenged by Independent Tom Davis and Democrats Barry Moffett and Sharon Cadalzo. All five candidates were at the forum moderated by The League of Women Voters and hosted by the Woman's Club on St. Louis Avenue.

Cadalzo lives on Atlantic Avenue in District 3; Moffett lives on Ocean Avenue in District 3; Cortes lives on Washington Avenue in District 3; Reid lives on New Jersey Avenue in District 2; and Davis lives on Trenton Avenue in District 2.

Backing Into a Parking Plan

Watching the GOP backpedal halfway down the street on the matter of the parking plan was hardly a welcome spectacle for Martin "Red" Stillufsen, owner of Red's Lobster Pot on Inlet Drive. He and his family have made no secret of the fact that they have opposed the parking plan and the attempt to shut down bars at midnight.

"When are you going to decide if you're for the parking plan?" Stillufsen asked Reid.

Reid said again that he and Cortes are still walking and talking and trying to decide. After Stillufsen asked a couple more times, Reid finally said, "I'll have that for the next council meeting."

"Good man!" Stillufsen said. Reid added that perhaps parking restricions are not needed in the Inlet Drive area where Stillufsen's restaurant is located.

Kitty Stillufsen, Martin Stillufsen's daughter, said recently on the Point Pleasant Patch Facebook page that her family has the seasonal restaurant up for sale.

Cadalzo and Moffett said they are against the parking plan. Cadalzo said she would look at innovative ways to implement a paid parking plan that does not involve the posting of signs and meters which the public has not wanted.

Moffett said it has hurt local businesses and should not be implemented again.

Davis said he recognizes that many District 4 residents have said the restrictions helped cut down on noise in the wee hours of the morning, but he would like to analyze police data from this summer, compared to the past two years, to try to evaluate its effectiveness.

"We should have had a set of control measures in place so we can evaluate it," he said.

Reid said he is "angry" that a number of permanent residents received parking tickets when residents are supposed to be exempt from the parking plan. He said perhaps if the plan is re-established, there should be a sticker for cars instead of placards which sometimes got misplaced and weren't always hanging in residents' cars, leading to tickets.

A Flier, A Tongue-Lashing and Agendas

Another unexpected twist during the evening took place when Davis began saying something that sounded like it was going to be a challenge to Reid's recent campaign literature. However, Davis was out of time and never voiced it. All answers to questions were timed by Lois Jacobsen of the League.

But Reid then said, "Tom, I want to know where you stand on Mike Corbally's flier."

Moderator Gail Marsh Saxer said, "Mr. Reid, Mr. Reid," a few times and finally got Reid to stop questioning Davis, but not before Reid remarked that Davis was conducting "negative campaigning."

The contents or reason to question "Mike Corbally's flier" was never explained.

Afterwards, Saxer, who also moderated last year's council forum, said that in the format of the evening, candidates were not permitted to "denigrate, question or challenge each other," only to make opening and closing statements and to take questions from the audience.

In separate remarks, Davis emphasized that he is an "independent" in the truest sense, that the town's Independent party is not a force for furthering political careers but is, instead, an organization concerned about improving and protecting the rights of, and improving the quality of life for, residents.

"I don't have an agenda," Davis said, contrasting that to other candidates and parties that he said do have "agendas.

"We want a sustainable business community and stable taxes," he said. He said he thinks the most important issue the town faces is the need for a lot more long-term planning.

Kristin Hennessy, a New Jersey Avenue resident and former president of the local Republican Club, said she was concerned about Davis' statement about other candidates and political groups having "agendas."

"It's a little bit insulting," she said. "I would like to ask the other candidates, 'Do you have an agenda? If so, what is your agenda that you hope to accomplish?"

Cadalzo said, "I can tell you that the Democratic party does not have an agenda at all. We talk about what's been going on at the council meetings and then we move on."

A few minutes later, when it was his turn to answer, her running mate, Moffett, said, "I hate to contradict Sharon, but I do have an agenda. I think the pendulum has been going too far against businesses.

"I tried to open a pool hall and I was turned down for the most moronic reasons I ever heard," said Moffett, who had said he owns a number of companies and race horses. He said the town has to talk to and work with businesses to come up with better solutions for the town, businesses and residents.

Reid and Cortes said they have no agenda.

The election is Nov. 6.

Spooner, just curious is it something that Tom Davis possibly deserved. You stated biggest tax reduction of them all. Just maybe he has been overcharged for something that he should not have been paying do to the lower assessments of properties. Tax Appeals are totally legal if they are being over billed on their taxes. All the rich do it, so why can't the middle class do it too... This makes him smart, just like Romney...Why should I pay a penny more in taxes than I am entitled too. I take advantage of the tax breaks I am entitled to and the reason why I pay a lot less in taxes then everyone else who pays more in taxes that make a lot less. That's the new norm, let me think of myself. Everyone can take advantage of this and should.

Taxpayer and Spooner..............you left some people and businesses off your list of tax appealers.
Stephen Reid filed an appeal on his NJ Ave home. The Storino's filed an appeal on their properities and it cost PPB over $500,000 to pay the Storino's for being over taxed. Property tax appeals are totally legal and we should not read anything more into taxpayer's and spooners comments. As usual they are just trying to make some people look bad. George Loder

Maybe I'll vote for you. Probably I won't. The voters were quite clear on OUR opinion of the parking scam. The Mayor and Council of District 4 just decided to go ahead and implement it anyhow. After all, silly voters, what do they know? We'll just go ahead and do what we please. THEY (the ones who voted in favor of the scam) should be paying for the lawsuits, not the rest of us.

George Loder, The entire town should be reassessed. Property owners go by size of house, land and what is done and finished inside. I think business strictly goes by how much a business or money they claim they made, which could be anything. It is an unfair way to measure taxes. Government also needs to change, the towns need to get rid of unnecessary workers, lower their wages, have them pay a lot more towards their health insurance and all the other benefits. Stop making all these great deals on behalf of the tax payers.

jon- that information was posted on another 'patch' thread from Ocean County Clerks records. . .but I believe it was removed by request of unnamed individual(s)
...but the questions to ask yourself...is why they would want that public information removed. . .What is it they're trying to hide, and who does it effect. . .That should raise issues of trust and character of that person...being on Council.

I live in district 4. No one's knocked on my door and asked me what I think of the parking plan. I am hugely disappointed to hear this. They may have just lost my vote. The parking plan had NOTHING to do with anything. Ask your mayor how many times beer bottles were left on the sidewalk in front of his home this summer. If it was quieter, the police deserve the merit, not the parking plan. People, take a look at a map please. Take a look at exactly where district 4 is and exactly what residences and businesses lie in it. Then take a good look at the tiny area of D4 that borders the boardwalk area near Jenks and Martells. The D4 parking plan is ridiculous and affects far too many that have nothing to do with the boardwalk.

D4 Resident, I think it's great that you posted your opinion about the parking plan here. It's fairly obvious that the Barrella bloc set this up to be a campaign issue for November. Corbally's letter in the Ocean Star made that pretty clear. We know that Corbally isn't interested in hearing what the voters really think. After all, it was Corbally who put the townwide question on the ballot last November, then ignored the results by breaking the results up into a district issue. Did Corbally put it back on the ballot this year? Nope. Instead, in his letter, he accused others of being divisive. Huh? He's the one who decided to divide up the results of the ballot question, right? Here's what I find interesting about this article: Note Davis' comments about the parking plan. We know that Corbally is supporting Davis. Corbally put out that postcard mailer! And, Corbally said in his OS letter not to vote for any candidate who won't support the parking plan. But, read Davis' response. He's not committing to the parking plan, either. He wants to analzye data first. Why is Davis backing off of a commitment to the parking plan?

The truth is...it doesn't matter where any of these candidates stand on the parking plan. This year's plan was put in by Corbally, Tooker, Gordon and Barrella. All 4 will still be there next year. IF THEY WANT ANOTHER PLAN, THEN WE'RE GOING TO GET IT. Pay attention! The Independents have 2 goals this November. 1. To get Davis elected to form a super-majority on the Council and 2. To gather data for next year's election. Tooker and Corbally's seats are up next year. Barrella needs his bloc. If either Tooker or Corbally want to win next year, then Barrella needs Davis there to take the "heat" off of them when it comes to tough decisions. Barrella would still be able to get his agenda complete with Davis' vote. Plus, Davis on Council makes next year's election less troublesome for Barrella because he would only need to win one of the Council seats in order to keep his bloc. The PPB voters are being told very little about Davis. Instead, they are being blasted with negative campaign material. This is about gathering data...finding out what works for next year. Can they sell Davis, a virtual nobody without even providing the PPB voters with much information about Davis, simply through negative campaigning? If so, then they could get anybody elected, right?

You may want to check out his personal Facebook page. Or his campaign Facebook page. Or his blog. Or email him. Or meet him as he campaigns thru town going door to door. You coulda came to candidates night to meet him.... That about covers it. As to being "blasted with negative campaign material." That one is so bogus, it will pass w/o comment. Hope I was able to clarify these matters.

Hi Spooner- Your posts about Tom Davis tax issues were deleted by the Patch for the same reasons you have been sanctioned by the Patch on other occasions- factual errors and pure misinformation. Minimum building lot size in Pt Beach (for most zoning areas) is 50x100....5,000 sq ft.
1 house can't be built on 2 50x100 lots without appearing before Planning Board and getting the 2 lots combined into 1 100x100 lot. Contamination is from the gas station on the corner. Most of the buildings in that area have that issue from the gas station, closed up laundromat, and from the old cleaners at Joe Leone's new property.

Mr. Davis, I didn't realize that it was my "job" to go and find the truth, especially when it comes to a candidate trying to persuade voters to vote for him. But, let me be more specific. A few weeks ago, your campaign committee sent out your first campaign mailer to the entire town. The front side of the mailer is all about how bad the local party clubs are. Have you even been a member of those clubs? That's your intro to our town...that you think the local party clubs are these evil entities who "exist only to serve those who control them". Now, you do have a nice photo on that front page, but I have no idea who is in that photo. Is that your campaign team? Your family? On the second page, more garbage about the parties. You do say that you grew up in a town that is "as different from a beach resort community as can be." As for your "plan" contained on page 2, basically you suggest that we should evaluate our Master Plan (isn't that the Planning Board's job?), you imply that you're disappointed that we won't be able to get a cap waiver and must look for "efficiencies" and that you're not happy with the shared court services plan. This was your intro to the voters of PPB, which you spent money to do. You have experienced campaign managers, Tooker and Walsh, running your campaign, & your first piece of literature doesn't tell us anything really about you. Just how bad everyone else is. The endorsement piece from Corbally isn't any different.

Is it too hard to click on a link. I did and found out that Davis purchased the property for what it is now assessed at, that the assessor determined that the new assessed value is the correct one and that neither Davis or his wife filed a tax appeal. I thought the mailer pointed out one of the major differences between Davis and the others who are running. Sorry you don't like that but it seems to me he hit the nail on the head.

Master Plan was reviewed by Planning Board. Was never adopted by Mayor and Council....you can see the master plan review on the town website under the planning board.

Jim K..while we're on the subject, Mr Davis claims that he has his differences with Mayor Barrella in a blog posting...but reading various Council minutes and articles in the Ocean Star, I haven't come across any public comments where Mr. Davis is quoted as saying..."they are trying to paint me as a Barrella “yes man.”. . . demonstrates otherwise. Perhaps he can provide documentary support where he's made public statements opposing the Mayor.
The other matter has to do with the subject of the blog posting itself: "my thoughts on the pilot parking plan"... ...it never ceases to amaze me after somebody becomes an announced candidate, they have a lot to say about town controversial issues. . .But again I'll ask: where were you for the past two years when first the parking plan was voted down by referendum, only to be proposed by ordinance afterword. . .and passed. Did I miss your name on any of the Council meeting minutes or in the Ocean Star. D4 was quieter at night this last summer. That calmer atmosphere is probably due to both the Parking Plan and the increased Police Presence. Regardless most of the D4er's I spoke to think that it was a good thing. There was also better parking options for renters especially in the Bungalow section. Does it need to be adjusted? It helped that is was a one year plan, so that adjustment can be incorporated! Should the one year D4 Parking plan be made permanent? Most of my neighbors thinks so! Should it be extended outside district 4 ? Yes, on a street by street basis, if those residents ask for it! They could easily petetion for it! After all we are a government for the people, by the people! Long live the parking plan!!

The parking plan is working in D4 in more ways then one even though a few will not admit it. D3 is getting more tourist parking in their area. You would think most would want the parking plan expanded in D3. It will not effect the tourist in anyway, being the parking plan is not until later...The bar crowd only, which is a deal because they will be getting parking free in the lot.. They should make it free from 10PM to 6am, families are not coming out at 10 to go to the boardwalk, most are leaving by then with the exception of a few on special dates at July 4th, Labor Day...If the ones who are there and stay later, so they are already parked. Those who come 10 and after are going to the bars and the parking is free...everyone wins. If they are in the parking lot, it is easier, less police should be needed, they are all going to one area at the end of the night...End of story!
